Velma Lee Powell was born in Cotton Missouri 7-DEC 1906.   Her father was Joseph Brant Powell (1883–1961) and her mother was Lillian Ethel Stephens (1887–1938).  She had three sisters Norma Matilda (1908-1994), Helen Irene (1911-2008) and Forest Lorene (1913-2004).  Velma graduated from Aurora High School in California, Missouri in 1925.

Velma was awarded a Daughters of the American Revolution (DAR) Scholarship and attended Warrensburg State Teachers College (now Central Missouri State University).  Her first teaching job was in a one-room schoolhouse in Pilot Grove, Missouri.  Velma was Principal at Marthasville School in St. Charles County where she taught for 13 years.

Velma would go on to serve 20 years.
